Monday, June 24, the Roy city Council completed its set of council members with the appointment and swearing in of Debora Doig to Pos. # 3.

The meeting opened with Fire Chief Vellias presenting Roy Policeman Dan Rosier with a recognition for his assistance in the rescue of a baby that had been put in a freezer. They needed the support to secure the location due to the domestic situation before they could rescue and assist the infant. The wait for a Pierce County Sheriff would have been significantly longer so the Roy policeman assisted instead. (The infant survived.)
The meeting included Sgt First Class Davisson coordinating with the city on soldiers and an honor guard for the 4th of July Parade. Due to sequestration, no military equipment is being provided to any venues the remainder of this budget year.
The Chief of Police, discussed the cost of equipment to accurately measure noise levels within the city. They have been receiving noise complaints recently and might need to be able to measure decibels to confirm violations. The meter is $190, calibration is $450. No action was taken at this time.
The council discussed providing a spay and neuter program for feral and stray cats as there has been a significant population explosion of them in the past year. There is no way to stop people from feeding them, so a free neuter service seemed the next best option.
The playground at the park is to be finished by Wednesday, in plenty of time for the City Picnic on the Fourth of July at noon. The picnic is right after the Fourth of July Parade on McNaught Street.
