Understanding Recent Land Use and Housing Code Updates
Last month, the Pierce County Council adopted updates to the land use and housing regulations. These changes are part of the County’s work to implement its Comprehensive Plan update.
They also align with regional growth strategies, including the Puget Sound Regional Council’s Vision 2050 and the state’s Growth Management Act. The updates are consistent with state housing laws focused on housing accessibility and accessory dwelling units. Learn more about Pierce County land use and housing codes on our project webpage here.
If you’re a developer, permit applicant, or just want to know how these changes could affect your project, this class is for you. We’ll walk through what changed in June and what’s next.

July 23, 2025
To help streamline permitting and meet SB 5290 review timeframes, Pierce County has worked with industry partners to requireconfirmation that all associated site development permits have been issued before submitting a final plat, final short plat, or final large lot application. This requirement is outlined in PCC 18F.30.040.
This change applies to all associated applications submitted on or after Aug. 1, 2025.
Reminder: Use New Land Division Application Checklists and Guides
In October 2024, Pierce County launched new application checklists and guides for all land use permits, including land divisions. Please use these tools for all new submittals:
