Pierce County Surface Water Improvement Program (SWIP)

Pierce County provides services in fulfillment of various regulatory drivers, including: Clean Water Act and NPDES Permit Compliance; Endangered Species Act (ESA) Compliance, Culvert Replacement Program, The Hirst Decision and Watershed Planning, Floodplain Management and NFIP Compliance. Pierce County geographic area covers the Puyallup and Nisqually major river systems and watersheds, as well as the Key Peninsula.

The 2026-2031 Surface Water Improvement Program identifies approximately $130 million of planned surface water and flood related capital expenditures over the six-year period. 41 projects are identified with varying levels of funding. Funding to support the planned capital expenditures is derived from a variety of sources such as surface water management charges, real estate excise tax, the Flood Control Zone District, and grants.
