March 4 Land Use meeting

Parkland Spanaway Midland Advisory Commission will hold an advisory meeting on Wednesday, March 4, 2026. This meeting will be held at the South East Tacoma Community Center, 1614 99th St E, Tacoma, WA 98445, at 6:00 p.m.

Proposal: Request for a Major Amendment to the PLU Major Institution Master Plan, (MIMP) Planned Unit Development PUD 1-10, Application Numbers: 1058794, 1059417, 1060610.

(1) To amend PLU Campus MIMP Use table to include:
E. Health Services. Health Services Use Type refers to any health-related facilities and services such as, but not limited to, hospitals, surgical facilities, ambulance services, emergency medical facilities providing 24-hour walk-in services, and respite facilities for the elderly, terminally ill, or handicapped.
Level 1: Medical and dental offices, emergency medical facilities providing 24-hour walk-in service.
Level 2: Hospitals, residential treatment facilities, Stabilization Assessment and Intervention Facility, and institutional facilities that provide in patient evaluation, treatment, monitoring, or stabilization for surgical and medical procedures, substance abuse treatment, or mental health related care
This would allow a medical office building (up to 75,000 square feet) and Hospital associated parking facilities within the MIMP
(2) Change the maximum height of facilities to increase from 100′ to 140′, (on the SE portion of the campus MIO on 15acres and
(3) Allow a health care use for the operation of a program of all-inclusive care for the elderly (PACE) within PLU’s student center. The proposed Health Services uses would replace intergenerational and student housing uses already approved in the existing IMP within a specific designated area of the campus.

Shoreline Substantial Development Permit/Shoreline Conditional Use/SEPA: Lake Spanaway Hypolimnetic Oxygenation System

Proposal: Pierce County SWM proposes to build a hypolimnetic oxygenation system to improve water quality and address persistent toxic cyanobacteria blooms in Spanaway Lake. The project is an environmental enhancement action designed to restore dissolved oxygen levels in the lakes lower water column.

  • Upland Equipment: Construction of a 211 SF pre-engineered equipment building to house the oxygen compressor and control systems. The building will be located in the upland area of Spanaway Lake Park.
  • Shoreline Transition: Installation of air and water supply lines connecting the building to the lake. The lines will be trenched through the upland park area to the existing concrete bulkhead. No in-water excavation, trenching, dredging is proposed. The lines will pass through a sealed penetration in the bulkhead and transition directly to resting on the lakebed surface.
  • In-water Distribution: Deployment of approximately 2,500 LF of weighted distribution lines and diffusers resting on the lakebed in the deep basins in the lake.
    Purpose of Project: The proposed project addresses significant water quality degradation in Spanaway Lake, a high-priority waterbody for restoration in the Chambers Creek Watershed. The lake suffers from cultural eutrophication driven by the internal loading of legacy phosphorus from lakebed sediments. This process occurs when seasonal hypoxia (low oxygen) in the lake’s lower layer (hypolimnion) triggers the release of this phosphorus, which in turn fuels frequent and often toxic cyanobacteria blooms.
    The primary purpose of this project is to improve water quality by increasing dissolved oxygen levels in the deepest portions of the lake. The installation of a hypolimnetic oxygenation system will maintain aerobic conditions at the sediment-water interface, a proven method for preventing the internal loading of phosphorus.


    Project objectives are to:
  1. Reduce the frequency, duration, and toxicity of harmful cyanobacteria blooms.
  2. Improve water clarity and overall ecological health.
  3. Restore beneficial public uses of the lake, including recreation, by creating safer conditions.
  4. Contribute to the broader goals of the Puyallup and Chambers Salmon Habitat Protection and Restoration Strategy by improving foundational water quality within the watershed.
  5. Satisfy the Shoreline Conditional Use criteria by restoring a primary public interest (safe swimming and recreation) without interfering with navigation or the normal public use of the shoreline.
